1984 State child serving
agencies addressed the need for closer consideration of children with
severe and multiple problems. Interdepartmental Cluster Services For Youth
was developed and counties were encouraged to follow the example.
1987 HB 304 gave legislative authority
and mandated ICSFY for all counties.
1989 Ohio Administrative Code Rule
"Cooperation with other Organizations to Coordinate Service Delivery to
Multi-Need Children" was enacted. Emphasis shifted from placement funding to
community-based services.
1993 Governor Voinovich envisioned the
Family and Children First Councils to expand the work of the "cluster" and to
encourage collaboration on one or more systemic issues in counties. A Request
for Proposals was sent out. Thirteen counties received initial funding.
Greater emphasis was placed on parental
involvement and parental responsibility.
1996 HB274 gave legislative authority to
Family & Children First Councils.
1997 HB408 made it a mandate that all counties
would develop Family & Children First Councils.
