Thank you for your interest in serving as a certified substitute teacher in Butler and Warren County. The new process, since the 2012-2013 school year, for substituting in all school districts listed is below. Please read the information contained on this page carefully.

The Southwest Ohio Council of Governments (SWO-COG) is a partnership between Butler County ESC and Warren County ESC and is the exclusive provider of all certified substitute teacher processing services for the following districts:

Job Specific Credential Requirements

Certified Substitute Teacher:

  • Bachelor’s Degree (Ability to apply online for Ohio Department of Education Substitute License)
  • Valid Teaching Credential issued by the Ohio Department of Education (ODE)
  • HQT (Highly Qualified Teacher) - In order to apply you must have a current teaching license. For further information, click on the link, ODE HQT (Highly Qualified Teacher) Toolkit, located on
